Matt Reeves’ Batverse has expanded into a mammoth extended universe with the HBO seriesThe Penguin. Starring Colin Farrell and Cristin Milioti, the series shows how the aftermath of the Riddler’s sea-wall explosion plan led to an increase in crime and class divide in Gotham and how people like Oz Cobb used it to their advantage.

The season finale of the series aired earlier this week and established the Penguin as the kingpin of Gotham’s underbelly, with Cobb having killed his last sense of humanity and rubbing shoulders with the elite. Cobb’s status as the kingpin now has also tied him to the corruption in the city and has him rub shoulders with the political elite.

It’s going to continue to flesh out the picture about the nature of the corruption in Gotham…I think the idea that we are going to delve into that story, it is sort of teased in the last episodes of this, kind of how the system works and how these things work. And I think the idea of being able to dig deeper into the true reason for this perpetual darkness of this place, is one of the things that I’m excited about for the movie.
The only villain in the comics that seems to be perfect for this kind of exploration of how deep the corruption goes would be the Court of Owls, the elite secret society that has been controlling all the happenings in Gotham for centuries.

However,The Penguinshowed the after-effects of the sea wall explosion on the everyday lives of the common folk, the economy, and the criminal underbelly of Gotham. The explosion seemed to widen the class divide in the city and Oz Cobb even revealed that politicians had diverted resources to rich communities rather than the common people.
These are the kinds of strings that the Court of Owls typically pulled in the comics. Cobb also mentions that such occurrences were not new to Gotham and that the rich and powerful had been ruling the city in secret for many years, hinting at a secret cabal like the Court. With the Penguin now connected to the powerful, it is only a matter of time before the Court makes an appearance.
